The General Assembly will be constituted at the very beginning of the GEHA project, during the kick-off meeting. On that occasion each partner will be requested to appoint one representative to take part in this Body that will be therefore made of 25 persons . The General Assembly, chaired by the Co-ordinator , will represent the highest level of decision making process : each representative may appoint a substitute to attend and vote at any meeting formally convened.
The General Assembly will provide the overall policy and direction for the project and in particular will be entitled to:

• decide political and strategic orientation of the project, its programme of activities as well as all major changes required during the lifecycle of the project;
decide upon the rules for the management of the funds received from the Commission;
• approve the needed Implementation Plans;
• make all budget related decisions that may substantially affect the project such as budget sharing and reallocation among partners and shift of financial resources among WPs exceeding 30% of the plans approved;
• decide upon the review and/or amendment of terms of the EC Contract and the Consortium Agreement;
• decide to suspend all or part of the project or to terminate all or part of the Contract, or to request the Commission to terminate the participation of one or more Contractors;
• agree on actions to be taken against a defaulting Contractor;
• decide upon the enlargement of the consortium and the access of new partners to the EC contract and the Consortium Agreement;
• agree procedures and policies in accordance with the EC contractual rules, with particular reference to the management of the Knowledge, IPR, publications and dissemination matters. The General Assembly will take into the appropriate consideration any relevant advice provided by the Legal and IPR Board and by the External Advisory Board;
• settle any dispute arising from the Project implementation;
decide on any issue submitted by the Steering Committee or by the other appointed Boards
